The Roosevelt Neighbors’ Alliance's (RNA) mission is to advocate for and inform the community within the RNA boundaries. This is a community-based alliance of residents, local businesses and institutions whose aim is to preserve and enhance the quality of life and to help shape the future of the neighborhood.

1. RNA's August Board Meeting is Cancelled for Summer Holiday

2. University District Lease Lid Hearing

Tuesday, August 3
5:30 PM
Museum of History and Industry
(near the Montlake Cut)

Please attend the final hearing on alternatives to the current lease lid to be held by the City Council.

The Seattle City Council is considering proposed amendments to the 1998 Agreement between the Seattle and the University of Washington (UW), a Growth Management Act development regulation. The amendments relate to restrictions on leasing by the UW, impose reporting requirements, and update references. They also change the process by which such amendments may be considered by the City Council. The community fears that unhindered leasing for offices and labratories will overrun any other use that are of benefit to a vibrant, healthy community.

The City Council is currently considering two alternatives. Copies of the proposed Council Bills 114941 and 114942 are available at http://clerk.ci.seattle.wa.us/~public/leghome.htm or phone 684-8467.

The last public hearing date is August 3 at the Museum of History and Industry. Written comments may be submitted at any time until the final Council vote on the legislation, with a preference to receive written comments by 5:00 p.m. on August 4. Honorable Councilmembers,

The Roosevelt Neighbors' Alliance participated in the creation of the UW Lease Lid as members of the City/University/Community Advisory Board. We have spent many years researching and learning about the needs of both the University and the Community. Our current recommendations for the proposed amendments to the 1998 Agreement between the Seattle and the University of Washington (UW), a Growth Management Act development regulation are outlined as follows.

We strongly support Alternative Two, which we believe does a better job of balancing the University's desire for flexibility in leasing off campus
space with the community and City's interest in reducing the negative effects of unlimited off-campus leasing.

· This proposal would allow for the construction of a substantial amount of single-purpose office space. In addition, by exempting existing
non-street level space and projects with 30% in residential, the proposal would allow a great deal more new leased space to be built than the
University has historically required.
· At the same time, these exemptions would give the UW a real incentive to encourage mixed-use projects, which is critical to encouraging
a vibrant mixed-use neighborhood, addressing the current jobs/housing imbalance, and reducing the volume of commuting into and out of the district.
· Language prohibiting the UW from leasing residentially-zoned property should be part of any legislation.

· Support inclusion of a Housing Quality Assurance program for student housing that ensures legal and safe housing for students and also
extends the student code of conduct to student behavior in the community.

· In addition, a prohibition on ground-level leasing by the UW in pedestrian zones should be part of any legislation street level leasing by the UW, WITH THE EXCEPTION for public contact purposes. (e.g. ticket offices, UW information center)

3. Use Those Foundation Stone Brochures!

We are getting down to the wire for the Landmark Fence Project at University Playground Park. Our schedule: The advertisement for a contractor will be posted soon. The Artifacts are at the half-way mark. The Foundation Stones are due to be engraved August - September.

We continue to raise the funds needed to support this project that will create a unique and lasting landmark, a gateway to the University District and a touchstone for our diverse community. We ask your participation! So, please use those brochures that came with your last newsletter, or contact Nancy for one. Learn about the project on www.scn.org/rna .

4. Helpers Sought for UW Community Gathering 2004


Helpers are sought for the Community Gathering hosted by the U-District Community and the U of W on Sunday, September 26, 2004 at 6:30 pm at University Heights Center on NE 50th and the Ave. It is a community-building event and welcome for incoming students. Dinner will be prepared by selected U-District food vendors for the 500 community and students attending. Table captains have a great opportunity to facilitate conversations about the history of the District, services and opportunities available to students, and how they can get involved in the neighborhood.

The RNA's name says it all - we're an "alliance" of neighbors, grass roots and community lead. RNA is as strong as its membership, so help us achieve our goals by being an active member: come to our meetings and take part in making positive changes to improve our community.

RNA isn't about money, everyone in our community matters. But dues-paying members are the ones that are tallied as RNA "members", which is important for validating our organization to the city, other organizations and grant makers. Due-paying members get the newsletter out, pay for stamps, support RNA organizational expenses.

Dues range from a welcomed $10 to a more generous contribution of $30 (or more).
