Laurelhurst Alert!

School's almost out and that means it's time for the Annual Ice Cream Social! There are also continued meetings scheduled for redevelopment of the Battelle property. We also wanted to alert you to traffic congestion associated with the UW's upcoming graduation and a number of fun activities for you and your family. Here's a summary of items included in this message:

  • Battelle Redevelopment: Due to confusion and inadequate notice to neighbors about a meeting tonight (June 6) at 6:30 at the Center for Urban Horticulture, the Department of Design, Construction and Land Use (DCLU) has agreed to hold a second meeting for neighbors on the housing alternative for the property. The meeting tonight will still take place, but another will be held on June 19th at the same place at a time to be announced. The purpose of these meetings is for neighbors to provide input on the issues that should be addressed in the Environmental Impact Statement for the housing alternative under consideration. Details below.

The proposal includes speed bumps, traffic circles and other improvements to improve pedestrian, bicycle and traffic safety. Please study the proposal and help prioritize the elements. =========BATTELLE PROPERTY REDEVELOPMENT=======

Background: The developer for the Battelle property has decided to consider a single-family housing development as one of the options for the Battelle property, in addition to its planned Institute for Advanced Study. This means that the Environmental Impact Statement that they are required to prepare will review both options, in addition to design alternatives to reduce the bulk and scale impacts required by the City and the "No Action" alternative that all Environmental Impact Statements include. As part of this process, a "scoping" meeting was held so neighbors could have a chance to say what they want reviewed in the Environmental Impact Statement (e.g. traffic, impact on wetlands, etc.). At the request of the developer, the City has reopened the "scoping" process so the developer can include the housing alternative in the Environmental Impact Statement. This means another "scoping" meeting.

Meetings: The Department of Design, Construction and Land Use (DCLU), scheduled the scoping meeting tonight (June 6th) at 6:30 at the Center for Urban Horticulture. The problem is that the notice that went out said the meeting was Monday, June 3rd at the same time and place. DCLU then sent out another notice, but neighbors did not receive that notice until Friday, May 31st, less than a week before the meeting. Because of the confusion and insufficient notice to neighbors, DCLU has agreed to schedule another meeting on June 19th, at the same place at a time to be announced (probably 7 p.m.). You are welcome to come to tonight's meeting, the meeting on June 19th or both!

Written Comments: Written comments on the housing alternative may be submitted through June 20th to: David Van Skike, Land Use Planner, DCLU, 700 Fifth Avenue, Suite, 2000, Seattle, WA 98104 or by emailing david.vanskike@ci.seattle.wa.us.

==============UW TRAFFIC CONGESTION ON JUNE 15TH==========

Motorists, bicyclists and pedestrians should avoid Husky Stadium on Saturday, June 15th for the University of Washington graduation ceremony beginning at 1:30 p.m. With more than 44,000 people attending this year's graduation ceremony, the area around Husky Stadium will be congested the entire afternoon with both pedestrians and vehicles arriving and departing from the stadium between noon and 6:00 p.m.

At approximately 3:30 p.m., Seattle Police will begin to set up traffic controls which will close Montlake Boulevard between NE Pacific Street and NE 45th Street to through traffic to help move cars parked in the stadium lots away from the area after the ceremony. Traffic approaching the closure will be detoured around the area. This restriction, which is similar to traffic routing for Husky football games, will be in effect until approximately 5:00 p.m.

Because of the high number of pedestrians in the area, drivers are asked to be patient, drive slowly through the area, and, if not attending the event, consider taking alternate routes to their destinations. For those people traveling southbound needing to access the UW Hospital, take 15th to Pacific. Montlake will be closed from NE Pacific Street and NE 45th Street. Those traveling northbound may still travel across Montlake and left on Pacific, but should expect delays. Consider the University Bridge or the Ship Canal (I-5) bridge instead.

==========TEEN LEADERSHIP BOARD "GIVING BACK" FUND========

Grants for Teen Created Projects, Events, Trips, Etc.

Seattle Parks & Recreation, through the newly formed Teen Leadership Board (TLB), is offering a total of $35,000 in grant funds to support teen created programs, projects, events or trips. The TLB has named this teen fund the "Giving Back" Grant Fund to indicate their desire that these teen grant proposals help to support local community needs. The grant fund supports "Giving Back" to other teens and the community.

Youth groups are encouraged to develop proposals involving projects, programs, events or trips. A youth group is defined as any group of 3 or more youth, ages 13-19 years old, who are willing to work together to create a proposal, submit a grant application and commit to meeting the requirements of the grant.

Projects should benefit the community and the people of Seattle. The scope of such projects should be designed to not require major permits or contracts to implement. Programs should either serve teens or involve teens in serving others. Events need to be planned, so that the need to provide significant security or arrange for event permits is not required. Trips must also be realistic in terms of distance, time, cost and travel permits. All projects, programs, events or trips, funded by these grants, must be totally completed by December 31, 2002.

Teen Grant Fund Information Meeting: Bring your ideas and questions and find out how to prepare a great proposal: June 19th, 12-2 p.m. at the Seattle Parks and Recreation Administration Building, 100 Dexter Avenue N.
